The House Judiciary Committee does not
accept public complaints directly.
They have asked all complaints be
filtered through the local congressional
members who, in turn, can then submit
to this Committee.

The Dept. of Justice does not accept
direct filings in their building.
I went there to inquire about process
and they do not have a public filing
room. So all DOJ complaints are to
be submitted by mail or email.

The Dept. of Justice Civil Rights
Division has issued response letters
to the effect that they only accept
complaints at this Division which
are for their own contractors. Of
course, the mystery sits as to who
those contractors might be. In a
separate news article, they have
issued an investigation into a police
department so I am gleening from that
to say that police departments and
District Attorney offices are likely
places where the Civil Rights Division
would have authority. More papers
are in the works on this for clarity
so any changes will be posted here.
