The Federal government has allowed black men along with inter-racially mixed groups (primarily mexican) to scream 24 hours a day in Shaw Creek Apartments (Fresno, California). Adding to this problem, the resurgence in inter-racial relationships has shown an overwhelming increase in racial bigotry, and what follows is a recognition in identity of the targeted race. Since the local authorities have themselves been murdered over their illegal activities, what government department can assist in controlling crime?

A transition of fifty-one families have moved from a single apartment in Shaw Creek.
