First I was assaulted in the military by a drill sergeant while I was on medical profile due to having a eye sutgery for a orbital fracture to my left eye socket between March of 1992 through May of 1992, I was honorablly discharged and sent home to New York city where within a two weeks I put a claim in at the Regional Office in New York City for a heart condition! I did everything I was suppose to do, I was examined by a civilian doctor at Columbia Presbyterian Medical Center and dianosed with an enlarged heart; hypertention; angina pectoris within a matter of two months! I issued those medical records to the Regional Office in New York City, I also received the same dianosis from three other hospitals in Albany New York, I submitted those medical records to the (VARO) in New York City.

Sometime in 1995 I submitted another claim to the (VARO) in New York City for (P.T.S.D.)! All of a sudden my claim file was lost in 1996, I filed an appeal to the Board of Veterans Appeals. I received a letter dated August 9, 1996 from the Board of Veterans Appeals stating that the (VARO) in New York City committed Administrative Error; lost claim file and I had to submit a reconstructed claim folder to the (VARO) in New York City, which I did more than once! I was granted an award by the Board of Veterans Appeals for (P.T.S.D./1OO%) and again the heart condition was wrongfully denied because the (VARO) in New York City did not follow the instructions from the Board of Veterans Appeals, who also wrongfully denied the heart condition. I requested my claim be sent to the United States Court of Appeals for Veterans Claims and it was around September of 2004. On September 14, 2005 my claim was remanded back to the Board of Veterans Appeals with a court order that the (BVA) and (VARO) in New York City locate my original claim folder!

After that I received a Supplemental Statement of the Case dated September 10, 2008 denying my appeal again violating the court order because they still had not located my original claim folder. That denial was signed off on by Joseph Collorafi the Chief Adminstrator of (VARO) in New York City! Again on March 23, 2009 my appeal was denied and signed off on by Joseph Collorafi. I have constantly received letters from the (VARO)in New York City with his name on them even after his being placed on administrative leave with pay!
