The Title 10 Uniform Services
Former Spouses Protection Act,
falls under the jurisdcition of the
Armed Services Committees, and
not the Veterans Committees.

The House and Senate Veterans
Committees only and exclusively
handle those issues which falls
within Title 38 VA law. If it is
NOT a Title 38 issue, then that
issue goes to some other committee.

USFSPA or Title 10 Section 1408
as the Uniformed Services Former
Spouses Protection Act is heard
exclusively at the House and
Senate Armed Services Committees.
Title 10 law is the Armed Services
body of law and NOT VA law.

This gets further complicated.

The House Armed Service Committee
is only reachable by FAX.
202-225-9077 --- They have no
group email. Somebody mentioned
this FAX number has changed, if
it has, then just call the
Committee directly and get the
new one.

Some people do have Fax capability
on their computers and don't even
know it. So here is a little
test you can run.

Type a little test paragraph
in your Word Processer like a letter
or a few words or numbers (in your
Word Processing software).

Then go select PRINT from your menu.
A full screen comes up. In the PRINTER
column, there are little up and down
ARROWS on each end of the display.
Click on one of those up or down arrows
and other PRINTER features will display.

There you will find the FAX selection
as a PRINTER Option. Click on FAX and
then at the bottom, select NEXT and a
new Fax Wizard will appear on your
screen. If the Fax Wizard appears then
you DO have FAX capability.

This means you can type a letter
in your Word Processer software
and then send that very letter
directly as a FAX from your computer.
Pretty Cool, huh ??

Do these steps again after you
finish your letter raising the
FAX Wizard. Then go through the setup
procedure to load in the Fax phone
number where you are going to send,
and click NEXT at the bottom of the
screen until you pass all the way
through the Wizard and it sends your Fax.

You will hear the dialout tone on
your computer as it activates your
phone line.

Next, the Senate Armed Services
Committee works completely different.

They have no fax or email for the
committee itself, and they insist that
Activists go out to each and every
MEMBER who is sitting on the Committee.

So you have to make up your very
own LIST of fax numbers for each
of these Committee members using
all of their web pages at www.House.gov
and www.Senate.gov. It's a little
tedious but ya only have to do it
once. Write down all of their FAX
numbers in a list, and then load
the list each time you set up
a special advocacy fax just for
them. Keep it by your computer to
use whenever you want to advocate
for Title 10 USFSPA.

Here at Vets for Justice, we have
a Petitions Page that you can click
on and see the referencing for
the USFSPA Title 10 citation. You
will need to include that Title 10
Section 1408 reference in each
of your FAXES so that the members
immediately can understand that
they DO have jurisdiction over
this issue.

We have found some BobbleHeads who
actually have tried to refer it
back to the Veterans Committee
because they saw the word "veterans"
in the advocacy text of one of the
faxes that went in.

Address your faxes to the House
or Senate Armed Services Committe,
All Members and that way they get
it that you are talking to them
under their Committee identity.

It's unfortunate that neither
Committee is set up as well
operationally as the Veterans
Committees are. But we have to
play the hand that we've been
dealt with.
